It looks like a top layer of his/her shell is peeling off...almost like really bad sunburn

its just shedding, its shell grows and breaks the top layer, and theres a new layer underneath. (like when snakes shed their skin)

Yes, they do this as they grow. You can help her by peeling off the shedding areas. This helps avoid getting dirt and fungus under the flakes that can cause shell rot. Good luck to you and your RES! :)
